Overview

Monarch by Pulte is a new residential community in Campbell offering Below Market Rate (BMR) homeownership opportunities for income-qualified, first-time homebuyers.

Through the City of Campbell’s BMR Program, eligible households may purchase a home at a price below market value in exchange for long-term affordability restrictions.

Preference Priorities

Applicants may qualify for priority ranking if they meet one or more of the following:

  1. Displaced by Demolition (2019–present)
  2. City of Campbell Employees
  3. Campbell Residents
  4. Campbell Workers

Preferences are used only to establish lottery ranking and do not guarantee selection.

Available Opportunities

Multiple lotteries are conducted at Monarch based on unit type, income category, and estimated close of escrow timing.

Important: Each lottery creates a one-time ranked list. Rankings do not carry over to future offerings.

⚠️ Important Note

The lottery is not a waitlist. Only one lottery entry may be actively processed at a time. Declining a unit offer moves the household to the bottom of the list for that specific lottery cycle.

How to Participate

Attend a Workshop

Workshop attendance is required to receive an application link.

Get Pre-Qualified

Obtain pre-approval from a Program-approved lender.

Enter Lottery

Submit your entry with required documentation for preferences.

4
Review & Purchase

Winners are ranked and files reviewed. Selected buyers must close in ~45-60 days.
