BMR Rental Housing

Income-restricted rental housing at reduced rents for eligible households in Campbell.

How BMR Rentals Work

The City of Campbell’s Below Market Rate (BMR) Rental Program provides rental housing at regulated prices. These homes are intended for residents who meet specific income and asset limits.

All available opportunities are advertised via a transparent lottery process to ensure equal access and compliance with fair housing laws. Each household’s income and program eligibility are reviewed and recertified on an annual basis to ensure continued compliance with program requirements.

Rental Basics

  • Availability: 3-4 apartments become available every year.
  • Rent Caps: Rents are set below market rates based on income level.
  • Lottery System: Units are filled with a drawing, ranked by preferences.
  • Income Limits: Tenants must qualify upon move-in and recertify annually.
  • Applications: Submitted securely online when lotteries are open.
  • Preferences: Not required to apply.

Eligibility is based on income, household size, and assets as established by the City.

Income Categories

Households must fall within the specific income range designated for each unit. Categories include:

Acutely Low Income
Extremely Low Income
Very Low Income
Low Income
Moderate Income

Asset Limits

Asset limits may apply and are evaluated during the eligibility review process to ensure the program serves those with the greatest need.

Preferences

While lotteries are open to all, priority ranking may be given to households who:

  • Displaced by Demolition Households
  • Work for the City
  • Live in the City of Campbell
  • Work in the City of Campbell

Preferences are applied in accordance with published program rules.

Lottery & Ranking
Applicants are randomized and ranked by preference criteria.
Phase 2: Leasing

Eligibility Verification
Top-ranked applicants submit income/asset docs for review by property mgr & Housing-Group.

Lease Signing
Qualified applicants are offered a unit and sign the lease.
