Affordable Homeownership Opportunities for Income‑Eligible Buyers

The City of Campbell offers Below Market Rate (BMR) homes to provide long‑term affordable homeownership options for low‑ and moderate‑income households. Buyers of BMR homes agree to maintain affordability and occupy the home for the entire restricted term (typically 45–55 years). When selling, BMR homeowners must resell to another income‑qualified buyer at a below‑market price to ensure future affordability.

Purchase Preferences (Lottery)

  • City of Campbell employees (up to 10% of homes)
  • Residents of Campbell
  • People who work in Campbell

BMR Homeownership Eligibility

  • Attend a BMR educational workshop
  • Be pre‑qualified for a mortgage with housing ratios not exceeding 40/45%
  • All household members are first‑time homebuyers and agree to the City’s long‑term affordability restrictions
  • At closing, household assets ≤ 50% of AMI + 20% of total BMR price (retirement accounts excluded)
  • All adult household members on both title and loan

In partnership with Pulte Homes, the City of Campbell is offering BMR homes through the Monarch community. Housing Group will administer the program.

Important: Interested buyers must attend an educational meeting hosted by Housing Group before visiting the Monarch sales office. Models are not available until early 2026. Model tours are expected to be available in early 2026.
