Monarch by Pulte is a new residential community in Campbell offering Below Market Rate (BMR) homeownership opportunities for income-qualified, first-time homebuyers.
Through the City of Campbell’s BMR Program, eligible households may purchase a home at a price below market value in exchange for long-term affordability restrictions.

Preference Priorities
Applicants may qualify for priority ranking if they meet one or more of the following:
- Displaced by Demolition (2019–present)
- City of Campbell Employees
- Campbell Residents
- Campbell Workers
Preferences are used only to establish lottery ranking and do not guarantee selection.
Program Types at Monarch
Monarch includes two BMR program types. The specific program type is assigned to each unit.
Inclusionary BMR
Typically for condominium units.
- 45-year affordability term.
- Home is sold at a restricted, affordable price.
- Limited equity growth based on a set resale formula.
- Must be resold to another income-qualified buyer.
Equity Share
Typically for single-family units.
- 55-year affordability term.
- Home is sold at a restricted price.
- A portion of appreciation is shared with the City upon resale.
- Must be resold to another income-qualified buyer.
Available Opportunities
Multiple lotteries are conducted at Monarch based on unit type, income category, and estimated close of escrow timing.
Important: Each lottery creates a one-time ranked list. Rankings do not carry over to future offerings.
⚠️ Important Note
The lottery is not a waitlist. Only one lottery entry may be actively processed at a time. Declining a unit offer moves the household to the bottom of the list for that specific lottery cycle.
How to Participate
Workshop attendance is required to receive an application link.
Obtain pre-approval from a Program-approved lender.
Submit your entry with required documentation for preferences.
Winners are ranked and files reviewed. Selected buyers must close in ~45-60 days.

Attendance at one educational workshop is mandatory in order to receive the application link. If you cannot attend, please contact us. Registration for a session is required below.
